The organization, approved by Ministry of the Interior, has Board of Directors and Board of Supervisors. In the Board of Directors, there are Standing Directors and a Chairman managing all business of the organization. To improve business and to adapt to social and economic changes, there are subdivisions under the Board of Directors responsible for relevant researches, analysis and suggestions. Standing Supervisors are set under the Board of Supervisors and one convener is added by amendments to make sound the finance of the association.
